The Certificate of Origin is a document certifying the origin or place of manufacture of goods. It is mainly used by customs in the importing country to determine applicable duties or verify import restrictions. It is generally issued by the local Chamber of Commerce in the exporting country.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

MITI New Guidelines for Issuance of Non-Preferential Certificates of Origin<\/h2>\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t

In order to regulate the issuance of Certificates of Origin, Ministry of International Trade and Industry (MITI) has amended and streamlined the existing guidelines for a more effective system of issuing Non-Preferential Certificates of Origin. The new Guidelines are aimedat eliminating cheating and forgery of Certificates of Origin and implemented with effect from 1st June 2008.<\/strong>with effect from 1st June 2008.<\/p>

Under the new guidelines, there are new procedures that have to be adhered to by manufacturers, exporters or traders to obtain Non-Preferential Certificates of Origin.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Criteria for Application of Non-Preferential Certificates of Origin<\/h2>\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t\t\t\t
\n\t\t\t\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\t

1. Manufacturers, exporters or traders must be registered with Companies Commission of Malaysia<\/p>

2. Products that are:<\/p>

\u00a0 \u00a0 (a) Manufactured in Malaysia and use 100% local content; or
\u00a0 \u00a0 (b) Manufactured in Malaysia through a transformation process which change the tariff code classification at six (6) digit level; or
\u00a0 \u00a0 (c) Manufactured in Malaysia and contain at least 25% local content<\/p>

3. PCCCI will only accept applications for endorsementof Non-Preferential Certificates of Origin for shipments within a month after the date of export.<\/strong>within a month after the date of export.<\/p>

4. 5. Non-Preferential Certificates of Origin will be issued provided the relevant documents submitted are in order.<\/p>

With effect from 1st June 2008, theapplicant is required to submit a Letter of Indemnity duly stamped at any Government Stamping Office once a year and Statutory Declaration Letter, to be renewed annually and submitted together with the following documents:<\/strong><\/p>

  1. Certificate of Incorporation of Registration in Malaysia under the Companies Act 1965<\/li>
  2. Manufacturing License<\/li>
  3. Director\u2019s Statutory Declarationtogether with<\/strong>Form 49<\/li>
  4. Letter of Indemnity affixedwith stamp duty by the Stamp Office<\/strong><\/li>
  5. Specimen of Authorized Signatories together with photostat copy of NRIC\/ Passport<\/li><\/ol>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
